This is probably because there's another similar glitch(The Combo Counter Reset Glitch) that doesn't work in practical situations. It's also 'cause Capcom CPU settings, training rooms, and AI opponents are notoriously buggy. But, hopefully, this should be the end of the controversy! This video should cover it from all the relevant angles, and show that it's certainly unblockable
