Hol Horse is a very weird fighting game character, he's got many ToDs and and unblockable setups but he's low mid tier A reason for this is because most of the other characters can turn on their stand and can't be knocked down at all while it's active, so Hol Horse can't even do most of his combos or unblockable setups against them.
