Things that were taken into account were speed, damage & stance transitions and my preference was for them to be under 15f.
Speed is also the top priority, if a character has good 12f but more damaging 14f punish (Sophi) the 12 frame punish will be considered.

Hello Guys! Here is a short block punishment tier list video I made with the frame data available right now. Things that were taken into account were speed, damage & stance transitions and my preference was for them to be under 15f.
