For vega, speed is important if you wanna charge as much as you can for chun li, there's a key period of time when you can neutral mid punch while standing and the game will still think you are charging, thereby allowing you to connect it with a blast for fei long and ryu...the game doesn't let you string an extra move with 3 consecutive jabs (3 jabs is the max). But what you can do is delay that last punch very minutely to trick the game to thinking it's no longer consecutive and still string in another move to extend your combos. Interesting aint it?
