Firstly, there are a ton of restrictions on the noodlehead state. The character can't block, be hit, throw, be thrown, enter a cinematic, parry or take an armored hit. This means that, immediately, characters like Ryu and Zangief can't do combos that include their V-Trigger because this breaks one of those rules (they can't build meter without parrying or using armor respectively).
