First off, here are the main two requirements:

1.)WinRAR Archiver - Used to extract a zipped up file.

2.)Alcohol 120% - Used to burn/make an image on a blank CD-R
In this Tutorial, Star Wars: Episode 1 Racer and Guilty Gear X will be used as examples to show y'all in detail on how to burn a cdi image on blank CD-R correctly.
Extracting the RAR file Section:
1.)Download a Dreamcast game RAR.
2.)Extract the file using WinRAR Archiver.
3.)Now once you have the CDI or BIN/CUE or MDF & MDS file out, you can now go to the Image Burning Section, In my example, I have a CDI file.
Creating a CDI file Section:
1.)If you extract the RAR file, you will end up with either:
-A CDI file most of the time.
-A BIN/CUE file, which looks rather awkward, but it still works.
-A MDF & MDS files which are Alcohol 120% files, those are perfect.
-Or sometimes many files that look like this:
2.)So from the choices I have put up, you don't really sometimes get a CDI file, but other types, which still work.
In this stituation with Guilty Gear X;

I'm left with 12 extracted files that I have no clue about.
3.)It's time to create a CDI file for this game.
-Lets start out by opening WinRAR Achiver. A WinRAR window will appear and from there, find the folder or the location where you chosen to have the downloaded RAR file left at. In my example, I downloaded Guilty Gear X to in new folder called "New Folder 2" on the desktop.
-Now, select any of the files that you've had extracted from the RAR file you began with. In this example the files are (excluding: "e-ggearx.nfo" & "e-ggearx.sfx") "e-ggearx.001" to "e-ggearx.012".
I had chosen the file entitled "e-ggearx.008". Then I clicked "Extract To".
-Another Window will appear showing you where you could put the CDI WinRAR will create. I chose "New Folder 2".
-That window will then close and a smaller window will appear showing the CDI file being made.
-When it's done it will leave the CDI file where ever you selected to store it at. I chose to leave it in the same folder, called "New Folder 2".
Image Burning Section:
1.)Open Alcohol 120% and Select "Image Burning Wizard" located from the Left side.
2.)A new window will appear.
3.)Click "Browse" and another window will appear. Find where you left the CDI file at. I will use the Star Wars: Episode 1 Racer CDI file, since I had previously burned Guilty Gear earlier. Click the CDI file then click "Open".
4.)The window will close, now proceed by clicking "Next".
5.)It will move on to the next step. Where it says "Write Speed", then select "12X(1800 KB/Sec)". I suggest you should do this, because burning the image to the blank CD-R higher than 12X(1800 KB/Sec) messes up the game.
Burning the game at the lowest write speed will certainly work, but it will take a long time to finish. I Recomend 12X since the most you would have to wait is approximately 6 or 7 minutes.

5.)Now, click "Start" to begin the Image Burning.
6.)It will change the window to show you its process. At some point between 80% - 90%, it will indicate that the burn will almost be completed.
7.)When the burning is completed, the drive will open and a window will appear indicating the burn was successful. Click "Okay".
8.)Then click "Finish". You may test out the game.
